Govt Launches New Combo Vehicle Category L2-5 After Six Years

After nearly six years, the government has introduced a new vehicle category, L2-5.

This ‘combo’ category allows a three-wheeled vehicle to be used as both a two-wheeler and a three-wheeler, depending on the need. These vehicles can now be registered with transport authorities nationwide.

Back in November 2018, the government added ‘quadracycle’ to the four-wheeler category, but it didn’t gain much popularity.

According to TOI, officials say that creating new vehicle categories and allowing their registration aims to encourage innovative transportation solutions. The ‘combo’ vehicles can be used for both personal and commercial purposes.

Currently, the combo vehicles are electric-powered, as per automotive standards. However, new standards can be added if manufacturers choose to use other fuels. The ministry started setting standards for this category in July 2022.

According to a road transport ministry notification, a combo vehicle is defined as a three-wheeled motor vehicle with a two-wheeler-three-wheeler combination module. It combines a two-wheeled vehicle (category L2) with a non-self-propelled rear module unit.

Even though it’s a detachable combination, there will be one registration number for both vehicles. Each vehicle will have two number plates, one at the front and one at the rear.

Sources say the new L2-5 category is flexible and can meet various user needs. For example, in crowded areas, owners can detach the three-wheeler portion and use it as a two-wheeler. Shop owners can use the three-wheeler to carry goods and switch to a two-wheeler for commuting.
