KOCHI: A report was filed before the Kerala High Court on Wednesday stating that many mental health centres are functioning in the state without licence from the State Mental Health Authority. Advocate Ramkumar Nambiar, whom the court appointed as amicus curiae, made the submission in the wake of the recent raid conducted on a mental health centre at Avanur in Thrissur pursuant to the order of the Chief Judicial Magistrate Court, Thrissur. Ramkumar added that most of these institutions did not have even the basic facilities to look after and rehabilitate the mentally ill. The report of the Accountant General had also pointed out the inadequate attention given by the government in framing a proper mental health policy for the state.
