CUMBUM: Tension prevailed in the border districts of Tamil Nadu and Kerala on Tuesday as protesters mobbed the sluice gates through which water is supplied to TN from the Mullaiperiyar Dam.Police said 15 Congress cadre were arrested in Kumili near the TN-Kerala border after they sat in protest near the sluice gates. They were later released.Meanwhile, another group of Kerala Congress cadre raised slogans against Chief Minister J Jayalalithaa, Prime Minister Manmohan Singh and MDMK general secretary Vaiko and burnt their effigies near Kumili.Police said all shops, educational institutions, private banks and government offices remained closed on both sides of the border for the second day.  Slogans condemning the TN government were written on buses heading to TN from Kerala. Buses from TN were stopped near the border by Theni police fearing that they could be vandalised.
