CNN-IBN has accessed the e-mail records of BCCI Secretary N Srinivasan, proving him to be the final approving authority on all IPL 2009 bills and tax matters and a clear role of BCCI in IPL financial transactions.

BCCI Working Committee Minutes of March 22, 2009 regarding shifting of venue to South Africa.
The minutes stated that final decision with regard to venue was of Shashank Manohar who also delineated the requirement of RBI approval and stated that the account would be under control of Treasurer MP Pandov.

A letter indicating approval of expenses by Srinivasan. Every case for approval was made by Prasanna Kanan who was the CFO of IPL and otherwise an India Cements employee seconded to BCCI. He reported all expenses to N Srinivasan who approved them. No money was paid except after go ahead by N Srinivasan who controlled the entire expenses.

Letter sent by N Srinivasan along with attached letter stating that all final authorisation of payments would be done by Secretary and money would be monitored at BCCI's end.

An email being case in point to show that all reporting in respect of SA expenses was being done by Prassna Kanan to N Srinivasan.
