HYDERABAD: The vacation bench of the AP High Court comprising justice Ramesh Ranganathan and justice Nooty Ram Mohan Rao on Tuesday refused to take on file the writ petition seeking a direction to restrain YS Jagan and his mother YS Vijyalakshmi from being sworn to the public office they were elected recently.The bench said that the matter can be examined when the court reopens after the summer recess. The bench was dealing with a writ petition filed by P. Satyanarayana, a practising advocate from the city. The petitioner pointed out that the Election Commission had failed to take necessary steps to verify the authenticity of the statements made by them with regard to their respective assets and this defeated the very purpose of requiring the candidates to declare their wealth before contesting the election. The matter is now likely to be listed after June 5 before the regular bench hearing PIL cases.HC refuses to interdict Nellore thermal power projects   A two-judge vacation bench of the AP High Court which last week had sought a status report from the government on the thermal projects in Nellore district refused to interdict the process on Tuesday. The bench at the instance of Bezwada Gopala Reddy had sought the government’s response in a writ petition. It was alleged in the writ petition that the government had violated the law in the grant of such large scale permission to house  25 thermal power plants in one district. The petitioner sought a CBI probe in the matter.The bench of justice B. Prakash Rao and justice Ramesh Ranganathan made clear that any constructions made in the interregnum would be subject to the result of the petition.Court directs govt to appoint regular teachers in schoolsA division bench of the AP High Court comprising  Justice B. Prakash Rao and Justice Ramesh Ranganathan on Tuesday directed the state government to effect the appointment of regular teachers in schools under the Right to Education Act.  The bench was dealing with a petition filed by I. Venkata Hari Prasad, general secretary of the All-India D.Ed Trainee Association questioning the action of the government in resorting to the appointment of vidya volunteers in place of regular teachers. The petitioner questioned the action of the commissioner is seeking to frame guidelines in this regard to  rationalise the posts and staff under various managements and bifurcation of the pupil teacher ratio in the said schools.The D.Ed qualified person are also involved in a long drawn battle on whether they should have a priority in seats in primary schools. The present matter, however, deals with the introduction of vidya volunteers without filling up the posts with regular qualified teachers.
