Challenge to DDA's housing scheme: Delhi HC queries JJ associations

New Delhi: The Delhi High Court on Tuesday questioned four associations of JJ clusters about their right to challenge DDA's new housing scheme under which over 25,000 flats would be sold through draw of lots. A bench of Justice VK Shali did not issue any notice to the city government and others and rather asked the petitioners including Shiv Camp W-62 JJ Cluster Dwellers Welfare Association to establish their locus to challenge the housing scheme.

It has now fixed the case for hearing on September 24. The associations are seeking allotment of 2,382 flats at Dwarka, which are the part of the DDA's Housing Scheme, 2014, to slum dwellers of some areas in south-west Delhi as per the alleged list prepared in August 2013. They have also said that these flats be removed from the list of the housing scheme. The petition has alleged that on August 2, 2013, DDA had conducted a survey in Shanker Garden and Indira Camp no, 2, 4 and 5 at Vikaspuri here to ascertain the number of persons from economically weaker section (EWS) and later also assured them that flats would be given at Sector 23, Dwarka.

Now all those flats have been made part of the housing scheme, it alleged. However, DDA, in a statement, has clarified saying, "...it is clarified that the scheme of flats there was initially conceived as affordable houses for lower sections of the society and accordingly the work was started on ground in the year 2010." The urban body said that "while at one point of time, the idea of providing these flats for rehabilitation purpose was considered, it was not taken to its logical conclusions."

"There was no firm commitment on this issue on account of ...higher costs beyond the range for rehabilitation purposes and no subsidy from the government on any account," it said. DDA is offering 25,034 flats in the scheme, out of which 22,627 are one-bed room apartments. Among others, are 896 flats constructed after 2010, with green technology. The new scheme offers flats ranging from Rs 7 lakh to Rs 1.2 crore across categories EWS, LIG, MIG, HIG, Janta flats and one-room apartments.
