CPM central committee member Thomas Isaac on Monday alleged that the Chief Secretary had gone out of the way to help Janasree Mission by diverting Central funds worth Rs 14.36 crore to it.
“The Chief Minister had said that the Centre had directly approved the project submitted by Janasree Mission. It seems that somebody had misrepresented facts before him,” Isaac told reporters in front of the Secretariat, the venue of the agitation by Kudumbashree workers.
A standing committee chaired by the Chief Secretary is the body authorised to approve projects under the Rashtriya Krishi Vikas Yojana (RKVY), according to Issac. He said that no project could be approved without the consent of this committee. And the Chief Secretary owes an explanation for this, Isaac said.
On the claim of M M Hassan that any non-governmental organisation can apply for funds under the RKVY, Isaac said that the guidelines of the RKVY clearly stated that government organisations, semi-government or agencies under those were only eligible to apply for projects. “The government is now depending on a special clause in the guidelines that states private participation can be entertained in extraordinary situations. Will Janasree come under this clause?” he asked.
