EC gives Arjun a clean chit, almost
Rules that minister's comments didn't violate conduct, but says statement on reservations created wrong impression.

New Delhi: The Election Commission has disapproved of HRD Minister Arjun Singh’s comments on reservations during elections in five states but held that he cannot be accused of violating the Model Code of Conduct.

Sources said the three-member Election Commission, after studying his written explanation and giving him a personal hearing, has reached the conclusion that he is not guilty of violating the Model Code of Conduct.

But the Commission felt his statements created an impression that the government was considering 27 per cent reservation for Other Backward Classes in central government universities and colleges to derive electoral benefits.

The Commission is expected to announce this on Thursday, sources said. Singh has been sent a letter which will tell him about the communications between the Commission and the government.

Singh's remarks at a press conference created a controversy as he was reported having announced a proposal for reservation for OBC in elite educational institutions and central universities, including IITs and IIMs, in the midst of assembly election process.
