The new Chief Minister admitted that Bihar lacks work culture and hinted a commission for bringing in administrative reforms will be setup.

Patna: Chief Minister Nitish Kumar had a smooth first day in the Vidhan Sabha, when the newly constituted Bihar Assembly met for the first time after the polls on Monday,

as the Opposition is yet to recover from the massive defeat in the polls.

Nitish, who has 27 members in his ministry, did not have a trying time from the Opposition and said that the post of Bihar Assembly Speaker will go to the Janata Dal (United) while the deputy Speaker will be from the Opposition.

Senior JD(U) leader and former minister Udai Narayan Chaudhary will be the Speaker of the state Assembly.

Nomination for the post will be filed on Tuesday and elections held on November 30, if required, he added and added that Prabhunath Singh will be the leader of the JD(U) Parliamentry party.

He also reiterated that every officer will be judged according to his performance and said the entire system right from administration to infrastructure in the state had 'collapsed'.

He added that soon after resuming charges a clear message has been given to the officers to concentrate on their functioning as the state had plunged into financial crisis and all the systems of the state have collapsed.

He said 'no nonsense' will be tolerated and all the officers have to discharge their duties with full committment and special directions will be issued to improve the prevailing situations only after completing review of law and order situation and conditions of other departments.

Kumar said he will be meeting the secretaries, commissioners and officers above the rank of Inspector Generals soon to assess them personally.

He admitted that the state lacked work culture and hinted for formation of a reform commission for bringing in administrative reforms.

Meanwhile Deputy Chief Minister Sushil Kumar Modi said the expansion of the ministry will be completed by the December end and maintained that the ministers along with him will work under the guidance of the Chief Minister.
