HYDERABAD: A doctor from Orissa and his associate were nabbed on Thursday for allegedly duping unemployed youngsters on pretext of providing jobs and getting them admissions in MBBS courses. The accused doctor collected more than Rs 2 crore from several persons in Gujarat, Maharashtra, Orissa and Andhra Pradesh by posing as the deputy director general, Central Health Education and Training, Union ministry of Health, police said.Ramesh Chandra Swain (54) is a native of Singhlo village in Kendrapara district of Orissa. According to police, Swain completed his MBBS from Burla Medical college in Orissa in 1982. He worked as a government doctor for four years and then did private practice for six years. He also worked for Orissa Tribal Development department’s leprosy programme for six years. He also completed the Ultrasonology course in the Nizam’s Institute of Medical Sciences, Hyderabad in 2001. Later, he shifted to Surat in Gujarat where he did private practice till 2006.Task Force deputy commissioner of police VB Kamalasan Reddy said Swain was involved in several cases. “He had duped around 13 banks including the State Bank of India, Kochi to the tune of more than Rs 1 crore by producing forged identity cards, salary certificates and others. He opened an office in Poonithura village of Ernakulam and caught moving in a car with a red beacon by posing as a senior official of Union ministry of health,’’ Kamalasan Reddy said. Swain was involved in similar offences in Baroda, other parts of Gujarat and Delhi. Along with his associates, he had also kidnapped a minor girl at his native place.Kamalasan Reddy said he introduced himself as a senior official in the Union health ministry and convinced unsuspecting youth that some seats were reserved for him in medical colleges across the country. He then demanded Rs 20 lakh for providing the seat. Swain then prepared forged MBBS admission confirmation letters from the Medical Council of India with help of his associate, Ashok Trivedi of Madhya Pradesh. “By showing the same, he collected demand drafts in name of deputy director, Ministry of Health and withdrew money fraudulently. Swain cheated nearly 30 persons in Gujarat and Orissa and collected Rs 2 crore,” Kamalasan Reddy said. Swain also started a registered organisation, Maa Sarala Society and collected huge donations, by claiming to start a medical college and hospital for poor.In February this year, Swain and Ashok Trivedi shifted to Yellareddyguda in the city and approached Dr Naunihal Singh, owner of Tanvir Hospital and convinced him he would get an MMS seat for his son, Harinder Singh in the All India Institute of Medical Sciences by using his ‘official position’. Swain collected Rs 6.5 lakh from the doctor and gave a fake confirmation letter. Naunihal Singh later found that it was fake and approached Banjara Hills police. Similarly, he duped a staff nurse of Tanvir Hospital, M Jyothi promising her a nurse post in a central government hospital.Police said 26 victims duped in the name of medical seats were identified. Police recovered fake stamps pertaining to the Central medical and health ministry, Maa Sarala Health Education Trust, medical seat allotment letters with MCI stamps and 42 cheque books of various banks and others. The nabbed duo were handed over to Banjara Hills police for further action.
