THIRUVANANTHAPURAM: The State Government has announced the new housing policy for the state. Addressing a press conference here on Wednesday, Finance and Housing  Minister K M Mani said for encouraging construction of residential buildings for rental purposes, Kerala Buildings Lease and Rent Control Act of 1965 would be amended. The Apartment Ownership Act also will be amended accordingly.  He said the amendment would be aimed at preventing flat and villa-owners from being cheated.He said state cabinet had approved the housing policy of the state. One of the main proposals in the policy is the construction of 12 lakh houses during the 12th Five Year Plan.Of the 12 lakh houses, 5.5 lakh houses will be reconstructed. He said Rs 15,000 crore would be required for constructing 7.2 lakh houses for weaker sections.  The thrust of the housing policy is to make shelter a right of citizens. The policy would give thrust to meet the housing needs of SC/STs, fishermen, traditional workers, poor and economically backward communities. The minister said an integrated habitat development plan would be prepared at the local level with provisions for integrated drinking water, electricity, education, transport and other infrastructural facilities.Action programmes will be formulated to  deal with the needs of NRIs and NRKs.  In view of the severe shortage of land needed for residential purposes at affordable prices, he said housing projects will be formulated on utilising State Housing Board’s 100 acres of land under public-private participation(PPP) mode. Emphasis would be given to eco-friendly and low-cost houses.
