The ex-Playboy pin-up, 39, is holding secret talks with rich backers.
"There's no doubt she is very close to launching her own network, and it will be called Pam TV," a source was quoted by the Sun, as saying.
"It will be a showcase for Pamela, and young up-and-coming models from all over the world," the source said.
Sources also say Pam TV would devote much of its late-night programming to sex movies and celebrity sex tips.
