New Delhi: Trouble is mounting for the Narendra Modi government as the Opposition is up in arms to corner HRD Minister Smriti Irani in Rajya Sabha over her speech on JNU row and Dalit scholar Rohith Vemula suicide issue.
The ball is in the Rajya Sabha Chairman's court whether he decides to admit the Opposition's privilege motion. If admitted, Smriti can face a tricky test in the Upper House as Opposition enjoys overwhelming majority in Rajya Sabha Committee on privileges.
The Rajya Sabha Chair will first decide whether Opposition's motion against Smriti merits admission, following which the Chair will refer it to Committee of Privileges headed by PJ Kurien. In the 10-member privileges panel, there are only 2 NDA members.
Opposition members in Committee include Congress's Digvijaya Singh, CPM's Sitaram Yechury, JDU's KC Tyagi, DMK's Kanimozhi, SAD's Naresh Gujral, BJP's Vinay Katiyar, BSP's Rajpal Singh Saini, AIADMK's Sasikala Pushpa.
Procedure for moving a privilege motion:
The Rajya Sabha Chairperson has to admit a privilege motion and not more than one question shall be raised at same sitting. The question is to be restricted to a recent occurence and the matter requires intervention of the House.
After giving consent, the Chair to call member who moved motion and at least 25 members have to support the motion.
The matter should be either brought to the House or referred to Privilege Committee.
