Get to the point in the game where you visit Driftveil City for the first time.
Make sure you have at least one empty spot in your party. If you have a full party of 6 Pokémon, deposit one of your Pokémon in the PC.
Go to the house in the northeast corner of the city located to the right of the entrance to Clay Tunnel.
Speak to the man in front of the house. He'll challenge you to a battle; beat him and he'll take you into his house.
The man will ask you to look after Zorua. Say yes, and you'll get it. You can say no and come back later if you don't want to get it immediately or if you have a full party.
