HC seeks states view on cancellation of R-APDRP contract

The Kerala High Court has sought the view of the state in response to a petition seeking permission to review a judgment quashing the government order cancelling the awarding of a contract for the first phase of the Centre-sponsored Restructured Accelerated Power Development and Reforms Programme (R-APDRP) to a South Korean Company.

The petitioner, K R Unnithan, who is a retired KSEB Executive Engineer, pointed out that the court had quashed the government order issued after allowing a petition filed by Korea

Electric Power Data Network Company, challenging the government decision to revoke the contract.

He said he had hoped that Chief Minister Oommen Chandy and Electricity Minister Aryadan Mohammed were against the awarding of contract by the previous LDF government to the Korean company, and would file an appeal against the judgment, but the UDF government had not taken any step to appeal. He, therefore, sought the permission of the court to file a review petition as he was not a party in the case earlier.

The project, a 100 per cent Central government-funded scheme, envisages tackling transmission and distribution losses and power theft, at a total project cost of `240 crore.
