Contrary to the claims of Government Chief Whip P C George, the state government in October 2011 itself was aware of the criminal activities, including forgery and pledging of false documents in nationalised banks by holders of Shernelly estate (Cherunelli) in Nelliampathy.
The Principal Secretary, Forest and Wildlife Dept, in a letter dated October 4, 2011, to the Director-General of Police, a copy of which is with the Express, had pointed out that the residential addresses of the estate owners were fabricated and they had acquired false documents from sub-registrar office, Nenmara, during 1978 in a criminal conspiracy.
Based on the letter and citing a Government Order, the DGP had asked the Additional Director-General of Police, Crimes, to conduct an investigation into the forgery and pledging of false documents in a letter dated December 21, 2011, a copy of which is also with the Express.
“I am to inform you that the residential addresses of 11 persons who are the present holders of Shernelly Estate, Palakkad, are seen fabricated and unknown. They also acquired false documents from sub-registrar office, Nenmara, during 1978, which seems a criminal conspiracy to grab vested forest land. Pledging of false documents to avail of loans from SBI, Palakkad branch, is also reported,” said the letter of Principal Secretary to the DGP.
Shernelly estate, Nelliampathy, that holds the lease deed of around 280 acres of forest land, took a loan of Rs 29 lakh from SBI by allegedly forging documents. The Principal Secretary had also pointed out that it (the fraud) clearly indicates criminal conspiracy and activities by certain groups to occupy forest land by forging documents.
