New Delhi: The Parliament Standing Committee has readied its final draft on the Lokpal Bill and it has been circulated to the 30 members. CNN-IBN has accessed details of the draft on Lokpal Bill. There are the big points that will certainly be watched closely by Team Anna members. The final draft will be decided after the committee meets on the November 30.
According to the draft, there will be a single law to enact the Lokpal at the Centre and in states. The draft also proposes that the Lokpal will be a constitutional body.
The post of the Prime Minister will not be included under the Lokpal. This is likely to be discussed in Wednesday's meeting, even though the draft report suggests a near consensus on the exclusion of the Prime Minister.
Also to be excluded will be the lower bureaucracy, while the higher bureaucracy will remain governed by Lokpal. The entire judiciary has been kept away from the ambit of the Bill.
The Lokpal Panel draft report says the conduct of MPs inside the house cannot be included.
Corporates, NGOs, and media houses receiving donations from public and foreign sources will be covered by the Lokpal.
