CHENNAI: The concern of the government is only to provide good quality and standard education to all the 1.35 crore students studying in the State's 54,957 schools, it stated in its counteraffidavit filed in the Madras High Court on Tuesday.
The counter was in response to a batch of writ pleas challenging the amendment made to Sec 3 of the TN Uniform System of School Education Act, 2010, which postponed the implementation of the Act. The government had taken the initiative to review the quality of the syllabus formulated under the Act. For this purpose, the panel appointed as per the directions of the Supreme Court was undertaking a detailed review of the syllabus, curriculum and books prepared as per the Act. The amendment made to the Act was a valid legislation empowering the government to decide when to implement the syllabus after thoroughly overhauling it based on the recommendations of said committee, the government said.

It added that the need for the Act to conform with the Right of Children to Free and Compulsory Education Act, 2009, had not been considered. Most of the lapses pointed out by the curriculum group of the NCERT had not been rectified.

The 'prompt action' taken should not be described as a hasty one. "It is well settled in law that no mala fide or motives could be attributed to the Legislature as it signifies the will of the people of the elected representatives," the counter added.
