Chennai: The DMK has hit back at retired Comptroller and Auditor General Vinod Rai over his comments on the 2G scam in his book.
DMK spokesperson and senior leader TKS Elangovan said "There is no scam. The Prime Minister should have known. All these things- that communication, was made by the telecom minister to the PMO. This is in the public domain. I have nothing to say. However, Vinod rai and CAG trespassed into government area. The CAG cannot dictate policy to the government or cannot say if this policy is adopted. The first come first serve policy was taken by the NDA government and Raja followed that.
"There is no crime no corruption but the the feat of the congress party has led to this confusion. CAG should see if policies were strictly adopted by government. He cannot say if this policy is wrong or right. TRAI is the authority to recommend policies to the government of India and it is for the government of India to decide whether to accept or not. TRAI is the recommendation authority. The very premise that the case was built- the policy of the government was questioned by CAG which he cannot do because the constitution doesn't provide him the authority to challenge the policy. So whatever Vinod rai says he has to reply to various things. There was a charge against him that an officer of CAG that who had actually taken up the audit of telecom ministry that he was made to sign a report made by the office and was also asked to sign because the public accounts committee chairman wanted it to be signed. The PAC chairman was a member of BJP. Vinod rai should reply to all these charges."
Commenting on A Raja saying all along that he kept PM in the loop, he said "It has to be like that. Any decision involving a major policy is a collective decision of the cabinet. It isn't the telecom minister alone - there are sub committees. If a minister of the cabinet does things independently he is responsible. But Raja didn't do things independently - he communicated to the PM, to the finance minister. The PM advised to exercise caution which means they know but the policy framed by the NDA was found to be a good idea for Raja. He didn't do anything on his own, he didn't frame the policy all alone without consulting the cabinet."
Elangovan also said with regard to the three MPs asking Vinod Rai to keep PM's name out of CAG "I don't know. It may be a personal conversation between CAG and mps. They are my friends. I think you should ask them. I can't comment. Reacting to Rai's allegations that the irregularities in 2G license allocation dating back to Dayanidhi maran's term as telecom minister, he said "Not during the NDA time? The NDA telecom minister had signed letters allocating spectrum on his own without any Policy. I think Vinod Rai will be very soon joining the BJP".
