New Delhi: Amid continuing uncertainty over Indo-Pak NSA-level talks, Congress on Saturday lashed out at the Centre saying that the government has not done its homework and current impasse is a result of Prime Minister Narendra Modi's photo opportunity in Ufa.

Former Union Minister Kapil Sibal said, "There seems to be absence of backroom diplomacy. PM Modi went to Ufa with no sense of reality. "

This comes after External Affairs Minister Sushma Swaraj said that the NSA-level talks would focus only on the issue of terrorism.

While addressing a press conference, Swaraj said, "There cannot be talk with terror, but there can be talk on terror, and it is a must…the understanding in Ufa clearly stated in writing that the agenda was decided.

On the issue of not allowing Pakistan NSA Sartaj Aziz to meet Hurriyat leaders, the Union Minister said that it was decided in the Shimla accord that no third party should be involved when India and Pakistan sit to talk.

Supporting Sushma's statements, Home Minister Rajnath Singh said, "Talks can only happen as per the Ufa agreement which included only terror, not Kashmir."

Meanwhile, separatist leader Yasin Malik reacted strongly to External Affair Minister's statement. "Any discussion on Jammu and Kashmir has to include the people of the state.It is the legal and constitutional right of Kashmiris to be part of talks," he said.
