JD(U) demands Assembly session be reconvened

JD(U), a former ally of ruling BJP, on Friday demanded that Madhya Pradesh Governor Ram Naresh Yadav reconvene the Assembly's monsoon session or dissolve the House after the controversial winding up of the session on July 11.

In a memorandum to the Governor, Janata Dal(U) state chief Govind Yadav said the Governor is now left with only two choices as per the Constitution, to reconvene the session or dissolve the Assembly. Speaker Ishwardas Rohani, who met the Governor on Thursday, had said the latter was satisfied with his explanation and the Speaker's decision on the issue was final, but Yadav termed the Speaker's action as "unconstitutional".

Yadav has also written to President Pranab Mukherjee saying, sine die (indefinite) adjournment of the House without holding discussion on the no confidence motion was a violation of Constitutional provisions. Article 174 (1)(2)(a) states that it is the Governor's prerogative to call the session and prorogue, while Article 194(1) grants freedom of speech in the House, he said adding, the onus to protect the Constitution was now on the Governor.

On July 11, the House witnessed chaotic scenes as deputy leader of Congress Legislature Party Choudhary Rakesh Singh Chaturvedi opposed the no confidence motion tabled by his own party, following which, the Speaker adjourned the session sine die, without holding the debate on motion. Chaturvedi later joined BJP.  The Governor is yet to sign the file for issuing notification to prorogue the House.
